Debit cards transactions: Can a business demand that you use a cdt/dbt card as

DEBIT only? I went to a gas station. They had a sign up saying that you MUST use a cdt/dbt card as a debit card only and that it would be processed that way when paying INSIDE, but not OUTSIDE. I don't think that's legal. Please don't leave answers that are guesses, I need the legal facts here. TY
