Debating\human rights question?

Okay..so we have to do a debate in class and our moot is (You need a license to have a child) we defined this as bringing up the child and not falling pregnant\giving birth and we are the affirmative team.

one of the points we think the other team might bring up is "It takes away the right" ( to care for your child) and we were wondering if there is an actual right like this???? and if so how would we get around this???

Yes they are called parental rights, which pretty much state that parents make all legal decisions regarding their child's lives. The government would have to be able to prove that the mother was an extremely unfit parent and the baby would have a horrible life unless it was raised by others. Maybe parents would have to pass a parenting class and a psych exam or something in order to get their "license"
 
not really but who want the government telling them when to have children.I am not sure but I believe that China payed couple not to have no more then one child because of over population in their country. I do believe something should be done about unwed pregnancy. but even that have to do with parents and how they raise their children
