Debate - REBUTTAL, WHAT IS IT?

this is my first year in debate and so i have a few questions about the rebuttal portion.
1) What is the rebuttal section? what are you supposed to say?
2) Some people have told me that you write you rebuttal speech after hearing your partner's constructive(speech) during your 3 minutes of preparation time and along the way you have to just improvise. The reason i'm not sure if they're correct because it says you have to talk for 4 minutes for the rebuttal portion and so i didnt think you could write a 4 minute speech in just 3 minutes along with just improvising.
In other words(kind of) are you supposed to have your rebuttal speech with you before you compete or do you write and improvise during the debate.
 
rebuttal is when you fight back!!
the first affirmative cannot rebut cos they have no one to rebut against!! but you have to remember what the speaker "on the opposite team" was saying and write down ways to fight back!
if the subject was on sports people are great!
they could say "sports people use drugs of all sorts ... blah blah blah" and you would rebut by making an argument to destroy their statement like " it is almost impossible for a sports person to use drugs.. they are tested often and disqualified if tested positive"
etc...
so basically you are taking their agument and breaking it down to fight against it and prove them wrong to make YOUR agrument stronger!! try to say things that are hard for them to rebut against!!

another example is "abc tv is more educational" the aposing team could say" every station can be educational... other stations such as ten and prime try to make learning for kids more fun!! they also show many education shows.. just because they are not documentaries does not make them less educationa" but remember you always open your speach with a rebut!! each speaker does this exept for 1st affirmative
