rita has recently been promoted to being in charge of a manufacturing line
for re-bar. Her line has had numerous problems recently and she has been
taking a lot of criticism from her boss, whom she does not know well. She
had a major conflict with one her quality control engineers last week:
Justin. A large order is due for use by a major bridge construction firm.
The quality control check consists of randomly sampling bars coming off
the line and strength testing them to the point of failure. Statistical
analysis is run on the results and the bars have to have an average
failure strength greater than the spec, and the distribution of the
results has to be tight. Her latest run has just failed the quality test,
which means she is supposed to trash the entire run on 10,000 bars.
Trashing the bars will cause her line to fail, once again, to deliver on
time.

In her frustrations, rita re-examines the quality data and realizes that
almostall of the samples tested by Justin have failed the strength test.
if Justin's test are thrown out, the samples meet spec easily. the chances
that Justin's samples all failed spec when other people's samples passed
at above average rates is virtually 0. she is convinced justin faked the
data to make her look bad. she confronts him, but he denies it. there is
no way to be sure.

Debate Topic: Rita should no include Justin's data in the quality report
and should deliver the re-bar on time (pro or con)
