Dealer sold my car on consignment- I'm still not paid, now what?

I sold a car on consignment through a used car dealer in Maryland. I was to be paid within 2 weeks (by May 15th). I was moving at the time and was first told that the purchaser was having mechanical issues with the car and they were supposed to bring the car back to have it looked at. They never did. Then the dealer/ lot owner said that the buyer had an insurance violation and he couldn't title the car (not my problem), then the many months of claiming that she had not paid off the car and he was taking payments from her- not what I agreed to, was supposed to be cash sale at the price.

He strung me along by sending me $400 and $500 a month for a while when she allegedly "made a payment" then NOTHING for 2 months and he refused to reposess the vehicle or pay me the balance due since HE would have been the lien holder, I then found out that the car had been paid off all along! He stopped returning emails, phone calls and certified registered letters demanding payoff.

I filed a complaint with MVA and still no response from him (or them). He charged $1,000 and has basically stolen my car! So now what can I do? I can file a lawsuit but that will cost me more to hire the lawyer or go back to MD to file and for the court case. Any other options I should know about?

Also, I found out that his website was taken down by autotrader for non payment and his toll free number is shut off! Worried that I'm going to get screwed for the full amount since it sounds like he's going under! Help!
There was no contract since I was supposed to receive the full payment before title transfer (stupid in retrospect, I know). Can I charge him interest? If so how much? Can I get any of the $1000 "commission" back?

The proceeds were to pay off another financed car (not from him)- I'm pizzed because I still have to pay finance charges on a car that should have been paid off 6 months ago when the other was sold!
