DBA and tax for small business?

if I file a DBA (Doing Business As) and obtain EIN (Employer Identification Number) from IRS, do I need to pay tax "even if I don't have income?"

also, if my company is a oversea contract management company
what category is it under and what licenses and/or permits do I need to obtain?
