Daughter being bullied in pre-school, how to deal with her being scared to attend?

My daughter started pre-school a week ago... She is the youngest in the pre-school as she only just turned 3... A little girl in the upper year of the pre-school has been picking on her (pushing, hitting, taking toys from her etc)... the teachers have spoken to me about it and assured me that they are supervising their interactions and the older child is being punished... However, once the punishment is over, the child is going back for more... My daughter is now getting scared to attend and its a fight in the morning to get her ready... She started off eager to go and loving it... The teachers have spoken to the other girls father about her behaviour... How do I deal with my own daughter being scared to go? As far as I can see, the teachers are doing their best to punish the child and assure my daughter she is not in the wrong, but I'm still dealing with this resistance from her every morning....
I am in the UK, whilst pre-school is not complusory, it is generally accepted that children will attend before they start primary school... Whilst she knows her alphabet and numbers, and has a pretty good grip on writing them, I dont want her to miss out on other parts of the curriculum which will prepare her for primary school... The place is free and provided under the Govt - 12.5hrs free each week (5x 2.5hr session, Mon-Fri)... It operates on the same term times as school, so its not as easy as just pulling her and finding a new pre-school...
