Data plan?

Alright guys...
so I was wondering what a data plan is. The reason i'm asking is because i've been looking at free ringtone sites. Before clicking send i check to make sure theyre free. most say that theyre free, but they also say my carrier may charge me if i dont have a data plan. what's that? i have unlimited picture, video, and text messaging...does that count? i have an enV2 if that makes a difference. our grandmother covers our phones by the way... so i can't check on the free online account information thing.
 
I'll assume you're on Verizon since you said env2. basically the data plan is only needed if you browse the web a lot. If you don't and you use the web browser on the phone you will be charged per MB of data usage.

Verizon will soon require a $9.99 data plan on phones such as the env2 - this will only take effect if you change something on your line, like switch to a different plan or add a feature.
