Dash Code help with 1996 Jeep Cherokee. (Code 21)?

I was driving today, and the check engine light suddenly came on. I did the key sequence, and pulled the dash codes. Code 21 came up which according to several sites, means (Oxygen sensor signal-neither rich or lean condition is detected from the oxygen sensor input.)
Does this mean that my oxygen sensor has to be replaced, or is there a sending unit that would more than likely be the culprit?
