D&D 3.5 Wizard Spell Preparation & Casting?

Can a level one wizard cast a fourth level spell if he had a high enough spell modifier "18", or can he only cast his base allotment from being a level one character? For example only be able cast lvl 0 and lvl 1 spells for spells known + bonus spells from modifier. Version 3.5
