Cycling a 15 gallon tank?

I have a 15 gallon freshwater tank, I set it up with fish on Sunday, and now its Friday. I was reading that 15 gallons only take 7 days to cycle? Is that True? I currently have 4 feeder fish in it, and i feed them every day to build the ammonia. Could I add some other small fish this Sunday? about 3? Will it be cycled? I have a 30 g Brackish Tank i never cycled and the fish are alive and swimming its been running for about 6 months. Anyway can i add 3 fish on the 7th day? will their be enogh bacteria and wat will happen if i add fish on the 6th day?
