CX75 imei 000000000000000, can't turn on!

I'm use PapuaUtils read OTP imei is Ok and right but read Imei from fone is 00000000000000, use Freeze to write imei it said "Possible only with "Factory" Security Mode!".
How to fix it, pls? mybe need full flash for it, pls share for me. Thanks!

FFS_C is formatted. Phone need to swup a file XFS or backup filesystem from other phone.

Use WinSwup with Options->Update-Concept->Force BSL and Check Box "Pre-Check Skip". Phone should be switched off. Tab START in WinSwap and push Red Button on the phone shortly. BUT the firmware in phone too should be 23 versions as well as XFS!!!
