Curious why my dog whines while he looks for a place to bury his food.?

I have a mini poodle who is almost 2. I watch him bury his bones no problem but today I gave him some people food and he ate half of it then searched for a place to bury the rest. He had the piece in his mouth and was whining. I thought that it could have been stuck but that wasn't the case. Why does he whine while looking for a place???

My dog Lucy is a chocolate lab and she does the exact same thing. She is blind so I thought that might have been why. She's gotten so upset over getting a treat that I have actually had to take it away from her.
