CU Boulder requirements?? Applications questions?

Well changed my mind on what I want to study yet again but I think this time its going to work out. I am going to get into engineering either electrical or mechanical. I have done a lot of research and I think CU boulder is where I want to go. There is a school in Oregon that has a renewable energy degree that interests me but out of state tuition seems to be ungodly expensive so I think CU Boulder is it. Now how do I get in? A little about me is I didnt take high school very serious and didnt give college any thought while I was in high school. I didnt play any sports and was not in any clubs. I went to school, went to work at a trucking company, went and worked on my own stuff at night and did it all over again the next day. I would like to think I could easily get into CU but the more research I do the more unsure I am about it. I had a academic gpa of 2.65 and a cum gpa of 3.16 in high school. I have about 70 credits from community college with a 4.0 gpa. Those are all welding, engineering, and machining classes, no academic classes although I did test out of all reading classes and all but 1 math class. ACT scores are english 17 math 21 reading 17 science 13 and composite 17. Not the best scores but that was 7 years ago. Not sure about my sat scores. Am I reading this application right it says if you have 24 or more transferable college credits then your sat and act scores are not required? I put down n/a for the scores but should I go change that? Like I said I have close to 70 college credits but how am I suppose to know if they will be transferable? I would hope most are transferable but I really have no idea if they are or not.

So if its not obvious I am really unsure about this application and any advice is greatly appreciated. I have most of it figured out but I have a feeling they are going to reject it because of a stupid mistake. Do I have any chance of getting in?
