Cruise Control won't work on 2002 Jeep Grand Cherokee Laredo!?

You may have a bad clockspring. The clockspring contains the wiring for all the steering wheel controls and the driver's airbag. It sits behind the steering wheel. If the wires break, you'll have problems with cruise control, the horn and the airbag.
 
I have had an issue with engaging cruise control on my 2002 Jeep Grand Cherokee Laredo ever since I purchased it from a used car dealer. My cruise control will not turn on at all. I have no other issues with the vehicle other than the inability to turn on the cruise control. I checked the vacuum line and there is no leaks, so that is not the issue. ANY OTHER SUGGESTIONS? PLEASE HELP!
