Crossing the net on block....?

Hello,

I play volleyball at two locations, and recently had an altercation with one of the officials (volunteer) at one of the locations.

During the game, one of the players on my team had their hands cross over the plane of the net when the other team was dumping the ball (this was on the second hit). The other team said that you can only cross the plane of the net on the third hit... We lost the point...

At the other location I play at, it is accepted that hands can't cross the top of the net unless the opposing team is going on the attack (regardless of the hit number).

I was wondering what the official rule on this is? I have read that it is never okay to have a hand cross the plane and others say it is okay under certain circumstances.

I am just seeking clarification. Also, if anyone could provide a link to the official rules where this is discussed that would be very helpful.
