Creepy Neighbor Issue?

Our upstairs neighbor is a very confusing individual. When I first met her, she was very wholesome to the point where it was kind of creepy, almost like brainwashed or trying way too hard.. and at first I was very friendly with her and tried to form a friendship. We went to the store a few times, we share our wireless internet account with her (she instigated that part), etc.

Over the last few months, little things started to add up. She's always being very annoying upstairs with loud banging (not normal footsteps.. sounds like she's dropping something heavy on the floor from several feet.. we've lived in other apartments and understand the normal noise levels), she's had many strange boyfriends come over at all hours of the day/night. There will be times where she seems very adamant on ignoring my calls or texts for days on end.. None of this really adds up to anything suspicious, but this is where the trouble comes in:

I lent her a special stenciling pen and some packing tape about 5 months ago. I've been asking her to get it back for quite a while but she had been avoiding or ignoring me until just recently. I never really thought much of it. Finally, yesterday she agrees to return both items and said she'd leave them outside of our door. She knows a little about my life, like I go to college in the morning and that we have a very tight budget, that sort of thing.. So after I recieved her text, about an hour later, I leave for school. Since my husband was home, I left the door unlocked. My husband has work in the afternoon and he got in the shower about 30 minutes after I left for school. When he was in the shower, he heard noises and thought someone was in the apartment. He did a quick search (not too thorough) and figured it was just his imagination and finished the shower. The tape and pen was returned outside of the door when he left the apartment later and figured that explained it.

However, today we went to where we keep our money and counted it. I had counted it 2 days ago and there was $200 missing today. Neither of us took it to do anything and we strongly believe it may have been her.

I did a quick google search on our neighbor. It turns out she has been dishonorably discharged from the military and she has gone by 4 or 5 different names. Also, although she claims to be very wholesome, it appears she has recently been in a pornographic film and has very racy photos throughout the internet. She told me when she first met that she had a job at a doctor's office but she is always home at very strange hours and it doesn't really add up. I'm not sure if her whole life is an entire lie or what is going on.

At this point, we both have very strong instincts that she stole the money. We don't have much proof unfortunately and we don't think the police would do much.. we like the internet arragement and don't want to lose it, and IDEALLY, the $200 that she took should cover the rest of our commitment with the internet, but we think she will still pressure us for the money this upcoming month. We're also worried about more possible break-ins in the future. We got a safe now and have money in there and also will be very anal about locking the door and windows.

What, if anything, can/should we do? 10 points to any legit answer :) Thanks!
