Crazy, wild, CHAOTIC situation... please read and give your opinion? D:?

Ok, so 10 people live in my house. 2 parents and 8 siblings. I am the oldest. The problem: No one other than me follows rules of common sense...not even my parents. Everyone throws trash on the floor, leaves dishes in bedrooms, bathrooms and even in the middle of the floor... they leave toys everywhere, dirty and clean clothes ALL OVER the place, and no one makes their beds. When something spills, they don't wipe it up. When they take something out of the fridge, they leave it out or just *throw* it back in and it breaks or spills. They refuse to close bags of bread and seal chips/cereal, etc. so it often goes rotten.

I have tried so many different things to get everyone to follow rules... I put up chore charts, I tried offering prizes to the kids for helping, I tried talking with my parents numerous times, I've even tried acting out scenes. Nothing works. ;___; And to make it worse, my parents are blaming me!!! O___O ;_; They keep saying, "You're the oldest, you should "help out more". I agree that the oldest should do a bit more, but this is just ridiculous. There's no way to keep a house clean when people act this way, especially when it's TEN people! :/
And for YEARS, I did a lot of helping. I babysat, changed diapers, entertained all the kids, cleaned their rooms, made their beds, served their food and picked up their dishes, etc. But 2 years ago when I turned 19, I decided it was enough.

They were all getting older, and I realized my parents were never going to make them help because they thought I would continue to do everything on my own. But now, half of them are teenagers and my parents still won't make them help do anything. I don't know what to do...
And please don't say "move out" - that just isn't an option right now, and besides, I want the situation to improve; I don't just want to leave everything like this. :(
