Council Owned Trees overhanking my garden?

I have a number of council owned extremely large trees overhanging both front and rear gardens. I have to have the lights on most of the day,and this is expensive .The Council will not cut the branches back.
Can I pay for them to be cut back by a tree surgeon and send the bill to the Council?
