Could this little compact camera (Samsung ES15) take light painting pictures?

Hey, I seen my friend take a light painting pic, and it looked cool, i wanted to know how to do this so i had a look on youtube tutorials and i was told i need a camera where you can adjust the shutter speed or something - i have no clue what this means. But I have my little compact digital camera here and I wanted to know if it has a shutter speed thingy and if i can change it, thanks:

after reading the camaras specs i found out you cant change the shutter speed unfortunatly,
you can change the ISO though and prehaps turning the flash off and lowering the iso in a dark room would force the camara to use a longer shutter speed and therefore create the effect you desire.
