Could the moon be "Terraformed"?

I mean, Saturn's moon Titan has less gravity than ours, yet retains an atmosphere thicker than the earth's. Lunar regolith is oxygen-rich, and there might be water ice there. Why not Terraform the moon instead of Mars? How cool would it be to see rivers, oceans, forests & fellfields covering the surface of our neighbor?
 
Even if you went through all this trouble, life forms would have a hard time surviving because there is no magnetic field to protect the Moon from solar wind.
