Could the 360 run metal gear solid 4 at the exact same level as the ps3?

Just based off of tech facts please. No stupid biased fanboy comments. Cuz i know tech wise the ps3 is more powerful like cpu and things.
and just to let everyone know it isn't being ported to the 360.
