Could someone give me some financial and practical advice for moving out?

I am currently eighteen years old, living with my parents and I am seeking to get out there on my own and get my own apartment with one roommate.

I graduated from high school earlier this year with a full-ride scholarship to an in-state college of my choice, and I intend on using this scholarship to attend my local community college for my general studies (to remain close to home and save some money, as the scholarship only pays for tuition) and then transfer to my state university to complete my degree. I'm currently holding down a part-time job at a local restaurant, making $7.45/hour with the addition of a small raise which I'll be receiving tomorrow, the amount of which is currently unknown. I do not intend on keeping this job when one which has a higher pay opens.

Myself and my roommate want to handle this process as maturely and responsibly as we can: we both intend on paying our share of the bills, rent and other amenities, and while he does not currently have a job, he is searching for one.

Keep in mind that this isn't something that we want to happen as quickly as possible. We are willing to take the time necessary to search for the proper apartment, set up a budget and begin saving months ahead of time so that we won't have to worry about being incapable of paying the bills.

Now that the general background is completed, onto the question: could anyone give me practical or financial advice about moving out? How much should we be saving? When is the best time of the year to move? Questions like that.

Any advice would be greatly appreciated.
I understand the concern that you made concerning my roommate's responsibility, and I completely agree with you. This entire plan was set under the idea that we would both contribute to the pool of resources we'll use to actually move in; he'll pitch in just as much money as I will, and if not, then it won't work out - but I'll at least have some money saved for my own apartment.

I am sincerely trying to cover all of my bases here.
