Could someone direct me to the law stating that it is illegal to...?

place anything in someone's mailbox? As in things unauthorized by the Post office, such as Newspapers, Hand written notes, fliers, etc.
 
Well , I know for a fact it's a felony to tamper (open, move, etc) someone else's mail. So I'm sure this would fall under that category somewhere. And if it isn't addressed under that it would still be trespassing (you're opening an item of someone else's and placing stuff in it.....just like opening a door and laying something in their living room) or something related.
