Could I use my AT&T sim card in an unlocked phone?

last month i used my upgrade on a new palm pre plus (without insurance) and a few days ago I lost it in NYC, so i was wondering if i could buy a cellphone off of ebay (probably a blackberry torch) but i was wondering if i would be able to use all the features (like the internet).
