Could i use a 16 or 18 in rim?

If i have a over sized hub and the spokes that i have will not fit right on the rim and hub like they stick out could i get like a 16 or 18 in. wheel from a different bike and use the spokes on one of those sizes and will it work for a over sized hub and a 20 in rim??
