Could I have pubic lice without having sex?

I have 2 reddish bumps like pimples near my area and I'm afraid I might have pubic lice but I have never had sexual intercourse and it does not itch so I was wondering could it be possible to get pubic lice without sexual intercourse and do I have the infection or would going to a doctor be best and if those pubic lice shampoos are over the counter
