my friend is 17 & she is dating a 22 year old & she is scared he could go to jail.. is it legal since she is 17?!

Well it all depends on what state your from... Most states you have to be 18 to be a legal adult like in California. He could go to jail if your friend doesen't meet the adult age in your state.
