My sister's ex-boyfriend "jokingly" burned deep holes in her arm with his cigarette.

I would consider this assault. Could he be put in jail for doing this?
 
if she makes a complaint to police. You can make the complaint for her . the police may go around there and have a word with both of them but may not be able to take action unless she wants to make a statement.
 
You fail to mention whether she sat there and let him do it or if he held her down. If it's the latter, it's assault, but she's going to have to be the one to give a statement to the police.
 
Have you lost your mind. One human being never jokingly burns holes in another human beings arms. That is abuse prue and simple. It is abuse even if the girl allowed the guy to do it. She is a danger to herself and should be hospitalized. Any normal person would understand that. Your friend is sick and abusive. The girl in mentally dependent and will do anything to be liked from the sound of it. Together they are a mess and someone needs to intervene. Both parties need therapy. You probably need some therapy yourself for attempting to defend the actions of your brother. What is wrong with your family that you could even consider this sort of behavior as "joking" or within the realm of "normal" in any way? Yes is is assault and your brother can be jailed for it. He should be sued civilly as well by the girls parents or a representative as she is not mentally capable of proceeding on her own behalf.

With that said, he is likely not to go to jail as the jails are crowded. The judge is most likely to order your brother into counseling for at least a year and suspend his jail sentence pending a positive counseling outcome.
 
That isn't a joke. That is criminal assault causing bodily harm. Call the police and tell them what happened. Your sister should have no loyalty to this piece of garbage as he is an "ex" and she isn't married to him. And those burns will be perfect evidence. And yes, he can go to jail for this and he should. What will his next "joke" be...strangling your sister? If she doesn't have the guts to do it, you call the police for her!
