Could a DVD in my computer, be read and written to by a remote website if it was designed for this purpose?

If a series of DVDs were to be specifically designed for this purpose, could software be created by the manufacturer of a DVD data disk so that I could insert the disk into my computer, connect to the manufacturers web site and the website could read and write to the disk. I would connect to their website because I indeed wanted them to read and write to that disk.
