Could a city require all its residents to get drug tests?

Part of the purpose of government is public safety. Drug users make the public less safe. But how far should the government go to get rid of drug users, so normal people could be safe?
 
They could require it but they don't have to do it and anyone can find a way to pass a drug test.
 
I'm not a lawyer, but I'm sure there are constitutional prohibitions against what you propose. Something about unreasonable search and seizures, probably. Not to mention an invasion of privacy. And it would be a waste of time and money anyway because the hard-core heads all know how to beat drug tests.
