cooling problems on a 1998 ford taurus?

i have a 1998 ford taurus with vin u. i replaced the thermostat and flushed out the cooling system full flush at a oil shop but when i drive in the city or sitting still i have ice cold air blowing through the heating system and when i drive on the hi-way i got hot air through the heating system. it was acting up before the flush i just thought a flush would work but i guess not. i started to think that my water pump is not circulating good through the city but circulating good at high speeds or rpm.
 
i would suggest 2 things, first make sure the door between the ac and heatercore is switching like it should when you turn the dial from hot to cold. the next thing is check the heater control valve out in the water lines going to the firewall. it may be clogged or just not working and when you get to highway speeds there is enough pressure from the water pump to force it thru to give you warm air
