cooling fans on my 94 pontiac grand prix?

i have change both primary and secondary relays and temp sensor when i disconnect the temp sensor the fans do come on i'm wondering if it is the thermostat?
 
Is it the 3.1L V-6? They were designed to run hot. Fans kick on at 235 Degrees, about 3/4 mark on guage.
 
Your question is unclear; I do know if there is a problem with the main Electronic Control Module the fans might not run or sometimes they won't stop.
