Cook County Hospital Question (In Chicago)?

Everytime I have gone to Cook County hospital in the past I have had to wait in the ER to see a doctor. I always see a line of people waiting outside early in the morning waiting to get in another part of Cook County hospital but it's not the ER. Are they waiting to get into a clinic? If so is that a faster way to see a doctor than waiting in the ER? What time does that clinic open and do they see you in order of you waiting? (Example-- If your third in line you will be seen third?) What is the name of that clinic? Thanks
 
site below says,"The Specialty Diagnostic and Treatment Center have six clinic areas on the first and second floors for treatment of inpatients and outpatients referred from throughout the County’s community clinic system." so...the people you see are probably waiting to get in for their clinic appointments...but those are not walk-in clinics. See 2nd site for list of the community clinics. You could call one near you and ask if they take walk-in patients.
