controversy of saints row 2?

why has there been little controversy over saints row 2? Grand theft auto 4 has stirred massive controversy, while saints 2 has close to none? Why? Both are similar as both have controversial things like cop killing, and profanity, but why has gtas 4 been the main source of controversy, and not saints row 2
