Constant whining from toilet?

Hi all,

My toilet is making a loud and irritating constant screeching noise. It only stops when u flush it. What could it be and can i fix it myself?
 
You could have a low pressure valve on a high pressure system, or a faulty valve which is letting a little water through and so making a noise. The best way to stop this would be to replace the ballcock and valve
