Constant Vibration 55-65mph mark Honda Civic?

My 2002 Civic has steering wheel vibration when i reach 55-65 mph. I have had the balance done so many times with no luck. Had two new tires on because they were separating, no change. Have new struts and new brakes too. Any ideas on what else I can do to stop the vibrations? They are rather annoying!
