Connect laptop to TV program?

Hi I bought this usb driver called "Kaiser baas, Hive" and with it is a Cd called "Powerdirector 9" this program allows me to record to anything on the tv. I have this for quite a while but now my laptop is broken I bought a desktop without a cd drive. What programs would I download and actually works for my usb Kaiser Baas,Hive to my desktop?
