confused about phone specs

I wanted to buy 2 mobile phones off the internet but I am confused about what 'specs' are. Can some kind soul enlighten me as to what 'specs' are? If I buy a phone with American specs, can I get a shop in Europe to change it to European specs?

ps: I think the companies need to make bigger mobile phones. My fat sausage like fingers keep pressing all the button
 
No, carriers can not change the frequencies your phone works on. I believe there are 4 different frequencies (specs, as you call them) of cellphones. 850 / 900 / 1800 / 1900 mhz. Different carriers use different combinations of the frequencies. Ask your carrier what freq's they run, then shop based on that.
