Concern about laying ceramic tile over concrete?

When I place a 12 x 12 dry ceramic tile on the concrete floor it seesaws about an 1/8" in several spots on the floor. Will the thin-set be enough to keep the tile stable or do I need to do something else like put down some sort of a backerboard. Previously the floor was covered with vinyl tiles which I removed cleanly.
 
Yes. If you want, you can use a good thin set and level the floor first, and let it dry, and then set the tiles. When laying over concrete make sure you cover all cracks with a compound, or your tile will crack. I can't think of the name of it off the top of my head, but your local hardware store will know what it's called.
