Computer Screen Keeps flashing randomly?!?

My laptop's screen keeps randomly flashing. Well not really flashing but moving and jumping and lines go across it like a tv with bad reception.

It's pretty new, got it for last Christmas. I've tried to change the refresh rate but there is only one option, the one that it is on. I don't know what else to do :( Please Help!
I just unplugged it from the charger and shut it down for a few minutes. Now it's not doing it... But I'm sure it will start all over again.
 
If it is new, it may still be under warranty. You may be having a problem with either the LCD screen or the onboard video card. Either way, it is going to require replacement. Contact the manufacturer.
