Communication stops between the lawyers of the plaintiff and defendant in a divorce?

While the plaintiff and the defendant lawyer was in the process of talking and exchanging information the plaintiff lawyer stopped all communication with the defendant's lawyer. The reason for this is because the plaintiff and their lawyer know that they don't have a solid case to take to the judge now. It has been over 9 months since the plaintiff lawyer had respond to the defendant's lawyer. What are some actions the defendant's lawyer might take. Can she get a judge to do something? What kind of actions are taken when the plaintiff's lawyer stops responding and everything is at a stand still for over 9 months?
