Ok a couple questions regarding college financial aid:
1) I probably want to go out of state specifically, PA. I have relatives out there and was wondering if i could declare them to be my primary residence so i could get the in state tuition.
2) Without going into too much detail, can personal difficulties qualify a person for financial aid, or is it strictly based on income of the parents/guardian. An example would be the death of a parent(s).
