I marked this one interesting, because it's a great idea but a tough one to execute. I suppose if you were able to have everyone sign off on the possibility to toxic exposure like food poisoning or other things, you might be able to do it. The problem with the food and drug administration in most countries is that they hold tight reins on such unlicensed pursuits.
If it's only "self", then maybe. There's also the problem of supervising kitchenettes. Where I went, the only thing allowed was a mini-fridge. Toaster ovens were not even close to being acceptable in living areas. I'm pretty certain that college's want to control anything potentially dangerous such as unbridled cooking experiments. You might get away with it, though, with solely cold foods, with the exception of raw meats or eggs, of course.
