Most clutch pedal have springs to hold them high this to allow a few mms in between the pressure plate and clutch bearing.
These spring pull.

The pressure plate has springs to allow the centre plate being freed it also helps to push the pedal high.

If your clutch cable is broken the pedal will have no pressure.
