Cloud Strifes Bike from advent children. Mechanics?

is there any way you can build that from a regular bike just put in the extra metal or something is there someone that has already did it?

Basicly looks like that or is it unsafe to drive lol or illegal XD
 
that would be cool to have but it would take so much modding and welding and all that to pull it off
