closing cost of used car?

I am planning to purchase a used car. Let's say it is worth 20000. The dealer I went to said the total would be 24000 in total because of tax/title/registration fees etc.. I went to the dmv website for my state and it said a used car vehicle registration is around 2000.. so I don't understand where the extra 2000 is coming from? Can somebody explain it to me? New buyer here. I live in the state of california
