Clicking noise when I turn the steering wheel after mechanic replaced steering column. ?

I have an 86 Seville and had broke the steering column I guess because the key wouldn't catch anything when I would put it in the ignition. A mechanic form some dealer ship came over to replace it and in the process had to get some wires and this and that. Basically it took about 1 month for the whole process and he ended up disconnecting my alarm and horn and not being able to put them back. When he was done I couldn't test it our because the battery was dead. So I just bought a new battery since I planned to anyway for other purposes and when I got around to finally driving it the wheel in it's resting position was side ways not like: (-----) but like: I side ways.. and when I turn it makes this clicking sound. What can it be and what should I do? I paid this dude about $150 to fix it.

lol... sorry for any "venting".
