Clicking noise in center console in Toyota Highlander?

My 2001 Highlander has a clicking noise coming from what appears to be the center console. It occurs when driving or when stopped and idling. I at first thought it was something with the fan on the A/C / Heater, but I turned it completely off and it still occurs. Sound disappears when I turn the engine off.

Thoughts or ideas?
