CLEVER PEOPLE WANTED.. How would I attach multiple bike chains on the outside rim...

...of a bike wheel? bare with me....
doing an art project its a little complicated, basically designing ridiculously complicated piece of furniture, its a shelve constructed from random bits and pieces mainly bike parts for the mechanical bits. the wheels are turned the way they would normally on a bike, this is when it gets complicated, teh wheels are mounted on a frame, large wheels below smaller on top and are mirrored either side. the shelves are supposed to travel along an extended bike chain either side along the rims of teh wheels, cant find the right distances to cut into the rims with the router, the teeth wont line up with the chain. need a formula or something! ummm so yeah any ideas all u clever internet peeps?
I hav already considered using belts, as in industrial grade stuff, with this there is a slight issue with attaching shelves to it. With a chain, the shelves are very easily attached, the aluminium on the bike wheels is strong enough to bare the weight of the shelves, only issue at the moment is turning the wheel rim into a giant sprocket, or cassette...
